The Research On Risk Management Of FTTH Cable Access Network Project

Along with the movement of the communications market, fierce competition, operators arecomprehensive utilization of technology and market advantages, brand competition for greater usermarket. China Unicom FTTH cable access network construction in the world is widely used,technical and business applications more mature GPON technology introduced from abroad, hascertain advantages in the competition. However, in the specific wired access network projectimplementation process, often due to time constraints, pressure project risk, while ignoring orunderestimated, resulting in the project cannot be completed on time, or achieving the desiredeffects. Especially in the current Internet of Things continues to develop, the adverse effects of"triple play", the mobile Internet is in full swing around the pilot, the full life cycle of the cableaccess network project risk assessment and analysis, to avoid weakening the project risk isparticularly important.In this thesis, a FTTH wired access network project life cycle as a case study, learn advancedrisk management theory, its in-depth analysis and research. Papers using qualitative and quantitativeanalysis of the full life cycle of the wired access network project is divided into the project early,middle and late stages, different risk characteristics of each stage of the project, respectively, toconduct a detailed risk identification, and thus the risk to make an accurate assessment andconcluded that the appropriate risk response measures.After calculations,，the risk factors of the FTTH Prior period includes the project risk、the newtechnology risk、the equipment risk、the design risk、the policy risk and the industrial chain risk,we can solve the problem by risk aversion and risk reduction; the risk factors of the middle periodof this project includes the network changes risk、the optical cross location risk、the transmissionfacilities risk、the process quality risk and the timing control, risk, we can solve the problem by riskaversion and risk transfer; the risk factors of the late in the project includes the investment risk、theuser development risk、the production risk and the maintenance risk, we can solve the problem byadoption of new technology、 new business and making maximize the user resource developmenttraining.This risk management system is applicable to the mobile communication industry project,especially the wired access network project, also can help decision makers to master the situation ofthe risk of the investment project better, so they can establish the complete risk response strategyactively, minimize the impact of project risks, ensure the smooth implementation of the project.
