In our country, system reform in public institutions is being pushed forward thoroughly.Among all, the reform in the field of health care is the most important. Under suchcircumstance, a lot of public institutions are actively implementing the system change in allaspects, which is the request of the central government, and strengthening the government’score functions in the field of public health services. During the process, they face the lack ofpersonnel management mechanism which is suitable for the reform, leading to plenty ofoverlapping problems and making the personnel management more and more complicated.In this essay, a stable and efficient personnel management system is designed andimplemented, based on the existing problems in personnel management in Guangzhou PanyuDistrict Health Bureau and its need of setting up personnel management system under the newsituation. The operation of this system can achieve the goal of managing people morecarefully and thoroughly, reflect the humanization and standardization of the managementsystem, simplify the work of personnel administrators, perfect records management andself-service attendance management and improve our service levels. In order to achieve theaims as above, this essay finished the work as follow:1. Cleared development direction and aim of the system through analyzing the reformbackground and demand of personnel management in Guangzhou Panyu District HealthBureau and present overseas and domestic research status.2. In order to offer more friendly interoperate, this system mainly used the C/Sarchitectural pattern, and specifically analyzed basic technologies of client application,attendance equipment and WCF communication technology, laying a technologicalfoundation of personnel management system.3. Concretely and thoroughly analyzed the target of the system, key factors of allfunctions and different role authorization. And finally, analyze the details of all functional andnon-functional requirements of personnel management system carefully by case diagrams.4. After the above analysis on the requirements of this system, a complete structuresystem scheme was designed for it in3aspects: client side demand, attendance equipmentinterface and server application. Meanwhile, network topology is designed for the system. The detailed design based on the main function modules of the system and flow charts wasestablished. At last, the design was established of physical structure mapping of the system’sdata relation and concrete structure of database tables.5. The architecture of the system and the realization principles of client sides and serverswere analyzed based on the system’s requirements and design structure. And the system wascarried out specifically.Through the research work of this essay, I hope that it can improve working efficiency ofpersonnel management in Guangzhou Panyu District Health Bureau, strengthen planning ofthe Health Bureau for personnel reform in our country, enhance efficiency of all departments,perfect personnel management processes and human-based management and help personneladministrators effectively improve their service quality and level.
