Empirical Study On Scientific Intelligence Service In Academic Library

Since the21st century, with the rapid development of informationtechnology and the expansion of information amount, the information in thewhole society became more and more diverse and the completion becamemore and more intense in political, military, technological, economic andthe other areas. Competition also exists in scientific research process: notonly in the selection of research topic and the approval of project, but also inthe application for research finance and research results. Due to the urgentneeds of competitive intelligence and the trend of its application, scientificinstitute demands the special scientific intelligence to enhance theircompetitiveness. The fact has proved that, compared with foreign advancedscientific institutes, Chinese institutes still have a long way to go. SoChinese institutes needs scientific intelligence urgently for the forecast ofdiscipline development trend, competitor analysis, etc., by which tostrengthen the scientific team building and improve the scientificcapabilities. Universities are the important national scientific researchinstitutions. The academic libraries have the unique advantage ofinformation collection, information integration and information analysisbecause of their rich scientific resource and intelligence professionals,which should be used to provide scientific intelligence services. Based onthose background, this paper focused on the scientific intelligence service inacademic libraries.This paper introduced the concept, origin, development status, servicesystem, analytical method and analytical tool of scientific intelligenceservice. Combined with the available scientific intelligence service case,this paper concluded three main mode of scientific intelligence service: estimate of researcher’s scientific research capability, analysis of disciplinedevelopment trend and estimate of institute’s scientific research capability.Estimate of researcher’s scientific research capability helps optimize theresource allocation, incentivize researcher’s scientific enthusiastic andpromote the scientific team building, which guarantees that the researchinstitute develops healthily and sustainably. Analysis of disciplinedevelopment trend helps discipline professionals be acquired of theadvanced theory and technology and provide the scientific intelligenceservices for research topic selection, approval of research project, etc.Estimate of institute’s scientific research capability helps institute be awareof the other competitors’ capability and helps with the intercommunionbetween institutes, with which the policymaker can develop better strategiesthat suit the institute most and improve the resource utilization to the utmostextent. This paper discussed the estimate of researcher’s and institute’sscientific research capability from different sides: setting estimate criterion,constructing estimate system, selecting estimate method, etc. In analysis ofdiscipline development trend this paper put forward the process of scientificintelligence service.Providing the scientific intelligence service is the inevitable trend andduty for academic libraries. This paper put forward three main mode ofscientific intelligence service, which has the theoretical and practicalmeaning for libraries and other intelligence institute to provide scientificintelligence service.
