Under the background of rapid development of knowledge economy and continuous progress of information technology,the strategy of "public entrepreneurship and innovation" has promoted the pace of social innovation and development in our country.The knowledge demand of Government organs and Small and Medium Enterprises in society is getting higher and higher.As the main force of providing knowledge service for the society,the intelligence service capability of the intelligence service can't satisfy the individualized,professional and flexible knowledge demand of social innovation.Enterprises and the government to science and technology intelligence agencies for the whole society to carry out knowledge services needs and requirements are getting higher and higher,scientific and technological intelligence agencies to enhance the ability of knowledge services to advanced knowledge service technology platform for government agencies and SMEs to provide more personalized,And innovative knowledge services,is the Internet +,BigData and Intelligence 3.0 environment,scientific and technological intelligence agencies an important work content.Therefore,based on the current background of the times,based on the existing research results of knowledge service of science and technology intelligence agencies and the status quo of knowledge service activities of some scientific and technological intelligence agencies,on the one hand,it is the evaluation index system of knowledge service capability of science and technology intelligence agencies And then used the fuzzy clustering analysis method to select the three evaluation indexes in the pre-selected evaluation index system,and then determine the evaluation index system which is suitable for the knowledge service capability of the scientific and technological intelligence agencies so as to enable the knowledge service of the scientific and technological intelligence agencies On the basis of the evaluation index system,three evaluation models of knowledge service capability based on triangular fuzzy numbers are established,which are TOPOSIS method based on triangular fuzzy number,which is based on triangular fuzzy number.The knowledge service capability evaluation model based on the triangular fuzzy number gray correlation coefficient method,the evaluation model of the knowledge service capability based on the gray relational projection method of the triangular fuzzy number,based on the constructed evaluation index system,A set of tune The questionnaire was used to carry out the questionnaire survey on the six scientific and technological intelligence agencies selected in Anhui Province,and the empirical analysis and evaluation factors.The research on the influencing factors of the knowledge service capability of the scientific and technological intelligence agencies,and provided the theoretical basis for the construction of the evaluation index system of the knowledge service capability of the scientific and technological intelligence agencies.2.Combinedwith the connotation and characteristics of knowledge service capability of science and technology intelligence agency,the related literature of knowledge service capability evaluation and the interview of knowledge service personnel of science and technology institutions and the suggestions of relevant experts and scholars,the paper gives the pre-selection index system of knowledge service capability of science and technology intelligence agency,And then use the fuzzy clustering method to screen the pre-selection indexes of the knowledge service capability of the scientific and technological intelligence agencies,and finally determine the evaluation index system of the knowledge service capability of the scientific and technological intelligence agencies.And the contents of the evaluation indicators in detail,for the empirical analysis of data acquisition to prepare.3.Used the TOPOSIS method,the gray correlation method and the gray relational projection method in the fuzzy multi-attribute decision-making method to evaluate the knowledge service ability of the six scientific and technological intelligence agencies in Anhui Province,and obtain the knowledge service ability of each institution under the three methods Scoring and sequencing.Because the ranking results of the three evaluation methods are inconsistent,the score is sorted by Borda scoring method,and the result of the knowledge service capability of the six scientific and technological intelligence agencies is finally obtained.4.Based on the weight of the indicators obtained in the empirical analysis and the research situation of the specific scientific and technological intelligence agencies,the author puts forward four suggestions on how to improve the knowledge service capability of the scientific and technological intelligence agencies: first,develop the local characteristic database and establish the foreign alliance;Second,strengthen the training and exchange,promote knowledge sharing;Third,optimize the knowledge service
