With China’s sustained and rapid economic growth, the civil aviation industrysince the reform and opening up the golden period of development, the airline scaleis also expanding. But in the fast growth at the same time, these airlines are facingsevere challenges: crew resources bottleneck restricting the rapid development ofaviation company. How to effectively use the limited resources to solve theincreasingly complex set route network, become an important topic in the variousairlines.Crew management system is an important part of the unit flight planarrangement and management of airline pilots. If the crew management systemcannot bring Airlines future business strategy, business processes, productionorganization involved, not the original business process and working process isoptimized, but only with the electronic office instead of paper office, use acomputer instead of manual operation, which will make the crew managementsystem cannot give full play to the function. As IT optimization of engineering asustainable, the system not only is the electronic technology degree promotion, willalso be innovative crew resource management model.This paper selects the design and implementation of Shenzhen airlines crewmanagement system as the research subject, according to the actual productionsituation of Shenzhen Airlines Group, with its own production characteristics,through the business process reengineering the organization of productiondepartment of business process, improve the speed and efficiency of informationflow, resource management system is designed and developed for the the airline’scharacteristics, taking fully into account the restrictive rules, domestic pilots, flightring constraint, aircraft type and other factors, establishes the mathematical modeland algorithm design, developed the crew rostering, used to exist in themanagement mode to solve the traditional airlines flight in the low efficiency, poorsecurity and scheduling to balance control problems.With the management system,in production organization, improve scheduling planner’s work efficiency, savingthe scheduling staff and crew labor costs; in terms of security, enumerate scheduling constraints, mandatory restrictions on entry system for scheduling,taking into account the balance arrangement. In the auxiliary scheduling algorithm,by logic programming method to reduce the algorithm’s time complexity and spacecomplexity, improve the efficiency of the dynamic programming algorithmandoptimized scheduling.
