At home is becoming more and more attention under the background ofemergency, the tianjin municipal highway administration in order to improve onhighway emergencies emergency response ability, decided to set up emergencycommand and auxiliary decision subject, research, and realize the businessapplication.In this paper the main research content includes the technical route, emergencymanagement knowledge, business requirements, system design, system developmentand implementation, etc. Research is focused on risks, emergency measure andemergency disposal library management, the establishment of the relationship and thedefinition of design of each model, and the final implementation of coding. Throughseveral months of research and practice repeatedly, is the core problem is bettersolved, and the smooth realization in the code. Synchronization, according to thephase advance theory of software engineering, this paper identified on the technicalroute..net, arcGis, Oracle, etc as the main development of this subject and supportingtechnology, and knowledge of emergency management for the study of uncertainty. Indemand and analysis phase, the key business requirements, functional requirements,data requirements is put forward, and determine the scope of the requirements of thebusiness system and content. In system design phase, it has realized the overallsystem architecture diagram, system function structure diagram, the system maininterface, database, E-R diagram, system deployment architecture diagram and mainfunction module, database dictionary design. In the system function realization phase,to risk repository implementation process, emergency, emergency disposal modellibrary implementation process, etc. This paper expounds in detail the implementationof the management process.Finally, through the system commissioning tests and user environment in detail,proved that the main functions of a business system comply with the designrequirements, and through the acceptance of users. At present, the business system hasbeen officially running smoothly for several months.
