Crisis is what suddenly happened and will cause serious social harm, including natural disaster, accidents, public health events and social security events. To deal with such crises, we need to take emergency measures.Sudden crisis management, also called emergency management or disaster management, the main content of the management process is emergency decision-making. In order to handle the emergency effectively, the decision-making support system is a necessity. Thus, such system becomes the main research field of interdisciplinary theory and application.This thesis mainly studies the analysis, design and development of the emergency group decision support systems, which is based on the B/S structure. The full name of such system is Group Decision Support Systems, which can be shortened as GDSS. GDSS is a kind of interactive system and aims to solve half structural or unstructured decision problem in specific area through assisting the experts’group decision-making process. The typical GDSS consists of hardware, software and the decision makers. Among them, hardware means the independent workstation (or terminal) used by the decision makers, shared external database, model base, I/O device and so on. Software means the decision support software running on the workstation (or terminal), the bottom software for GDSS (i.e. OS, DBMS, MBMS) and network software. The decision makers not only includes the participants but also includes the organizers and coordinators of the decision making process.Firstly, this thesis focuses on the analysis and design of the decision making support software. In order to describe the functions and structure of the whole group decision support system, the author designed level0, levell, level2, some important events in level3and detailed case analysis through data flow diagram (DFD) modelling method and system cases (Use Case) methods. Secondly, the thesis defines the algorithm which is used for the group decision to reach an agreement, including: the score mechanism of experts’personal preference, the consistency index calculation method according to the score from experts, consensus difference index and personal opinion index, expert weight calculation method and the optimum scheme of the sorting algorithm theory, etc. In order to complete the decision process, object-oriented ideas should be applied and custom class, defined class attribute and the method of access objects should be created. In custom class, Matrix should be established to handle the complex operations and Background should be applied to complete the algorithm and to define related interface. Lastly, the author tested the system preliminarily and listed the test condition and results. Through analysing the test results, the author proposed the method to improve the system.
