At present, some problems such as emergency mechanism are different, emergency system is independently, responsibility management division is not clear, emergency command could not be implemented and information sharing exist barriers existing between the government and the implementation of the emergency management departments. As the endangering degree and the influence scope's expand of the public emergency, the above-mentioned problem is becoming increasingly prominent. How to improve the government's emergency rapid response ability, realizing comprehensive coordination, unified dispatching, emergency resource sharing is the primary problem to solve current.This paper completed the following work related emergency coordination and decision-making.1) Standardization of emergency treatment process. Combining maiming emergency management regulations, we have classified the incident information with InfoPath technology and developed the processes of approval and disposal of emergency with WorkFlow technology.1) Analyzed Pre-Warning process and established the process model of warning information's report, approval, release and adjustment.2) Emergency heterogeneous data sharing. Firstly Converted heterogeneous data into unified XML format and laid down business rules of various departments with BizTalk technology. Finally, we have realized the transmission and Distribution of heterogeneous data through the Adapter and the MessageBox.4) Realized the dispatch and command of emergency response team, emergency supplies and emergency equipment based on emergency heterogeneous data sharing.This thesis is based on the background of collaborative decision-making information platform of maiming emergency items, have realized some main modules such as emergency event information management, event approval management, Pre-Warning management and decision-making. Finally, testified feasibility of platform research with examples of above functional modularity.
