Research On The Information Platform Construction Of Operation And Management Integrated In Shengli Oilfield

As required by Sinopec “Improving the three Big Platforms, promoting services sharing,building first-class information technology capabilities”, Shengli Oilfield has worked out fourwork arrangements in terms of design standardization, modular construction, large-scaleprocurement and information technology enhancement, focusing on promoting thetransformation of the economic development patterns for Shengli Oilfield. In this situation,how to build a highly integrated, covering the core business processes, and collaborativeinformation application system, and how to realize the deep integration of informationtechnology and business management for Shengli Oilfield are the issues that must beconsidered. This is also the focus of this study.This paper starts with the analysis of the current situation of the information technologyapplied in Oilfield business management. Combined with domestic and internationalinformation management experiences, this paper conducts further analysis for Shengli oilfieldbusiness management features and existing problems. Secondly, this paper bring outs anoverall concept of the Oilfield business management integrated platform, points out specificmeasures and corresponding countermeasures, and effectively answers the questions on howto incorporate the management activities such as strategy developing, organizationestablishing, process, system building, performance appraisal, internal control, informationtechnology and etc. Thirdly, it puts forward the technology roadmap and implementationstrategy for this program; Finally, innovation management mode for Oilfield businessmanagement has been formed, that is, realizing dynamic control of business operations,forming the integrated operation of the process management, establishing a state-of-the-artassessment management model. Thereby, the integrated management information mode canbe extended for Sinopec’s upstream enterprise.
