In view of high-skilled talents training, evaluation and management home and abroad, there is no experience we can adopt. In Shengli Oilfield, there is still no comprehensive training pattern in high-skilled talents training. The evaluation focuses mainly on their theoretical knowledge and practical operation ability rather than work performance. Evaluation subject and content tend to be simplex and the selected talents are not totally accepted by the enterprises. From the management system, there is no qualitative standard and many talents are not properly employed. The high skilled talents construction system in Shengli Oilfield is far from perfect. Depth and extent of cultivation and duty assessment are inadequate, thus the inspiration function is not fully displayed. The research of high skilled talents construction system in Shengli Oilfield is the key to promoting its core competitiveness and enhancement of talents construction, and also an important part of enterprise culture construction.In order to further strengthen high skilled talents construction, Shengli Oilfield built a high skill post sequence for the first time. In the level of the oilfield and its subcompanies there are posts of chief technician master, technician master, chief technician, technician director and duty technician, therefore provide a platform for the skilled talents to grow and display their talents. The high skilled talents professional skill competition system is being developed, which includes basic principles, management model, system, foundation, content and forms. Also being established is"The Shengli Oilfield Technician Association"that can help high skilled talents study and communicate.Training programs that can fulfill the requirements of those talents are being developed. Short term training and medium, long term training, competence training and skill training in rotation coexist. Training of top skilled talents, in particular, opened up broader growing space for high skilled talents in Shengli Oilfield, improved the training system, studied and practiced training patterns of the high skilled talents. A new training management and assessment pattern is being advanced, thus created a solid foundation for the improvement of high skilled talents training in Shengli Oilfield.A core competence model which emphasizes professional ethics, highlights achievements, stresses skill application and manifests team spirit is being set up. The N+Y high skilled talents assessment system is being established. The system has a clear theoretical foundation and is achievement guiding, thus national professional standards and enterprise post requirements are properly integrated.Skill assessment simulation software is being developed through software .NET and SQL Server, which realizes the information and intelligence of the skill assessment, then improves the test efficiency and lightens the burden of examination management staff, also meets the technical requirements of random question choosing and automatic scoring. This software furnishes other similar studies with ideas and experiences; therefore helps promote the revolution of non paper examination in our country.
