Evaluation Of Service Equalization In Shaanxi Public Library

Promoting the equalization of basic public cultural services is the strategic layout of the state in the cultural field.Public libraries are an important part of public cultural services.Equalization of public library services is an important guarantee for the equality of people's cultural right.Shaanxi is located in the northwestern region,its economic development level is low,regional economic development is uneven,and public libraries are also showing unequal phenomena,affecting the people of Shaanxi Province to enjoy the services of public libraries equally.This study adopts the logic of "problem-presentation-theory-model construction-positive analysis-response research".Using the research method combining normative research and empirical the research defines the core concept of “equalization of public library services” as the research starting point,and the literature research method and theoretical analysis method are used to construct the evaluation index system of public library service equalization.Measuring the importance of each indicator,and the repetitive index is eliminated by correlation analysis.Finally,the indicators are weighted by the Analytic Hierarchy Process(AHP),and A public library service equalization evaluation index system consisting of two criterion layers,five sub-criteria layers and 15 indicator layers was constructed.On this basis,the Gini coefficient model is used to evaluate the overall level of service equalization of public libraries in Shaanxi Province.The empirical analysis shows that the public library services in Shaanxi Province are in an unbalanced state in 2012-2016.The degree of equalization of public library services in the three regions of southern Shaanxi was tested by applying the Theil index model to Northern Shaanxi,Guanzhong and Southern Shaanxi.The main reason for the imbalance of public libraries in Shaanxi Province was the gap within the region and the gap within the Guanzhong region.Finally,it puts forward the countermeasures and suggestions that a reasonable and equal resource allocation mechanism should be constructed,a library funding sourceguarantee mechanism should be established,the accuracy and coordination of service results should be enhanced and that the construction of the public library's general branch system should be deepened.
