Institution Electronic Records Management Capacity Assessment And Empirical Study

Conducting assessments to electronic records management is the inevitable requirement. It could help the institution understand its capacity level of electronic records management, its advantages and disadvantages, and establish relevant development strategy to guide practical work.This paper aimed to construct a relative scientific and rational evaluation index system, which could illustrate the achievement and problems of institution electronic records management.Based on existing theory and practice, this paper will combine qualitative and quantitative methods to ensure the quality of index system construction. Firstly, it will use the Delphi method to determine the elements of the index system, and then sort their importance. After that, it will confirm the weight by applying Analytic Hierarchy Process (AHP). According to the above theories and methods, a preliminary index system of institution electronic records management capacity will be formed, including system management capacity and organization management capacity.In order to examine the index system constructed above, this paper will choose42province-direct organizations in Zhejiang Province as samples to make empirical analysis. The result from empirical analysis is roughly consistent with the status quo of institution electronic records management.The following conclusions are reached. Firstly, institutions and archives need to conduct electronic records management capacity assessments at different stages. Secondly, electronic records management capacity assessment is crucial for electronic records management. Thirdly, rules and regulations, safety and security, appraisal and disposal are vulnerable points of institution electronic records management. Finally, the index system constructed in this paper is rational and feasible.
