With the development of the economy and technology, computer technology has become more important, and the numbers of software development has increased in an amazing rate.However,"software out of control" phenomenon also increasingly raised, software productivity and schedule management can hardly satisfy the contemporary socio-economic development of the software requirements. One of the main reasons of the" software out of control" phenomenon is that while making decisions related to schedules the project majority managers mainly based on their subjective experience instead of the precise scientific method. Lacking research on Standard Time of software project underlies the phenomenon. While Standard Time has been used in the manufacturing Industry and get good results and efficiency during the software development process has been researched, standard time development methods for full life cycle of software project lacks. To introduce the Standard Time idea into the software development to strengthen the ability of software schedule control, this paper chooses the Standard Time research for software project as topic.With the current status of software project management as well as the Standard Time development methods, this paper concludes different Standard Time development methods applied to different kinds of software activities; develop a metric system to collection software project date related to the software activities time, as well as the way to collect the date. To facility the collection of date, an Work Time Date Management System has been designed, by which the software development company can collect, analyze the time date, and forecast particular work time. The following are the main contents of this paper’s research.In the first and second parts, after an overview of related study in home and aboard, the background and significance of the topic in the paper are given. During these parts, project management status in software projects, Standard Time development methods, and software project metric theories are included, and also the application of these theories and methodologies have been discussed.In the third part, a summary of the software project work characteristics are given after the software project full life cycle WBS; analyze the reason of software project out of schedule; analyze the factors that affect the work time of software; design the metric system to support the work time study based on the project phases; develop the Standard Time Development Model depending on different types of software work.In the fourth part, the collection methods for the software basic date are designed; analysis methods, processing steps and development process are given based on different Standard Time development methods.In the fifth part, the Software Work Time Date Management System has been designed based on the development of Standard Time of software project work. In this paper, the system architecture has been designed, detail design of the modules on the function model, entity relationship, business process and main interface design been shown.In the sixth part, take an actual software company as case, this paper show the feasibility of the Standard Time Development Model, by giving the standard time of different types of work of the software project.The last part summarizes the research results, analysis of the lack of research and put forward the prospects for the future content and direction.
