Operational effectiveness is an important index for weapon, which can fullyreflect the overall technological level and the comprehensive operational capabilityunder the provisions operational environment. Since simulation is safe andeconomical, and it can simulate many kinds of complex operational situation, itbecomes an important means to study operational effectiveness of weapon. With theincreasing complexity of modern military combat, more and more factors need to beconsidered, and how to accurately and efficiently obtain operational effectivenessevaluation results under a variety of war situation, is a key issue of operationaleffectiveness evaluation work. This paper focuses on the key issue, and carries outrelated research.Firstly, an operational effectiveness evaluation process model based on IDEF0is established, to describe the various steps and specific activities of the evaluationprocess, and according to graphical system design ideas, the graphical evaluationmethod for operational effectiveness is proposed. On the one hand, the evaluationindex system is graphically described; on the other hand, by using the frameworktheory, the evaluation algorithm models are normatively portrayed, and themechanis m of building the evaluation algorithm models based on elements isstudied, so that the graphical evaluation method works well for accurately andefficiently evaluating operational effectiveness of weapon under a variety of warsituation.Secondly, three key technologies of the graphical evaluation work foroperational effectiveness are studied. First, by using the reasonable design mode ofthe graphical evaluation tool for operational effectiveness, the evaluation toolenables graphical modeling and graphical management, and easy to be maintainedand expanded; second, the graphical evaluation database for operationaleffectiveness is designed to store the models and data information of the evaluationprocess, and to facilitate subsequent reuse; third, for the operating phase ofoperational effectiveness evaluation, the evaluation index calculating section ismore complex, the index algorithms model operating mechanism need to bedesigned, so that the model is calculated according to a reasonable and efficientmanner, to obtain the desired evaluation results.Finally, in order to efficiently carry out operational effectiveness evaluationunder a complex battlefield environment, a graphical evaluation tool for operationaleffectiveness of weapon is designed and realized, whose specific design ideas of theoverall structure framework and each functional modules are given. And apply the evaluation tool to complete the evaluation activity of one aerial defense weaponsystem. The operability and usability of the evaluation tool are validated...
