With the transformation of local government functions and the coming ofglobal communication era, the local government and media in China has become themost two important subjects in public crisis management. Information closely linkedthe two together and formed a mutual influence both dynamic and mutuallysymbiotic system of checks and balances, the interaction between the two alsodirectly affect the results of the public crisis management.Currently, the various disadvantages of the principal-agent relationship betweenChina’s central government and local governments and the current mediamanagement mechanism in our country, leading to the false governance of localgovernment and the media exaggerated reports of crisis information in public crisismanagement. The strategic choice of false governance of local government and themedia exaggerated reports make the formation of a vicious cycle of low pay state inthe game of the local government and media. This low pay state caused a seriouswaste of social resources, the credibility decline of the government and media andintensified social contradictions, and induced a more serious public crisis. Therefore,we must achieve the reconstruction of the relationship between the local governmentand media by integrating the relationship between central and local government,reforming the government performance appraisal system, implementing governmentinformation publicity system, improving the system of news spokesman, providinginstitutional guarantee in the aspect of legal and policy for the media, strengtheningthe media industry codes of conduct and self-regulation and so on. This is the key toachieve a high level payments between the positive interaction of the two, and thekey to maintain social order and public interests.
