For a long time, the team of rural teachers has always been the difficulty and Short board for the construction of teachers’ team in our country. Therefore, in 2014,The Ministry of Education, Ministry of Finance and the Ministry of Human Resources and Social Security has jointly issued the file—Comments about Advancing the Job Rotation of Principles and Teachers in Compulsory Education Schools of County(District),the file just said that the country also started to give the attention for the exchange work between urban and rural teachers. After the nation issued the relevant files, Hebei province combined the reality of education and also issued the file— Comments about Advancing the Job Rotation of Principles and Teachers in Compulsory Education Schools of County(hereinafter Comments). After the exploration and practice in many areas of Hebei province, the policy has achieved certain successes and have greatly promote the balanced development of teacher resources between urban and rural areas. But there is no denying that there are some problems in the process of execution, such as low enthusiasm of teachers, short eacahnge time, lack of funds and lack of relevant supporting environment, etc.For these problems, I will choose the pilot county for this work as the example(it’s also my hometown :C County.I will take a detailed investigation through questionnaires, interviews, observation and other methods to get the status for this county. Based on the practical work of this county and the theory of education equality and the Maslow’s hierarchy of needs, I will make a detailed analysis about the existing problems in the process and the reason for the job rotation in the practical work, and then I will offer some relevant suggestions in accordance with Comments,hoping to give some references for the county government and other work areas where also advanced this work.This thesis is divided into five parts:The first part is the introduction, including the question proposed, the significance of research, the review of domestic and foreign related researches, ideas and methods of research and the innovative points of this study, etc.The second part is overview of teachers’ exchange policy, including teachers exchange related definitions of relevant concepts, the theoretical basis of this study,the history of teachers exchange at home and abroad, the effect and mode of the teachers exchange, etc.The third part is the analysis about the situations and the results of the teachers’ exchange in compulsory education schools of C county. Through questionnaire investigation, interview method and field observation to collect data, I will analyse the degree of teachers’ understanding of exchange policy, attitude of exchange teachers,the evaluation of exchange, problems existing in the policy itself and reasons of poor policy implementation.The fourth part is the analysis about the problems and the reasons of the teachers’ exchange in compulsory education schools of C county. Through the analysis of the information collecting from the questionnaire survey and interview, I will explore the problems of promoting teachers’ exchange from three aspects: the teachers demand level, exchange teachers’ cognition, ills of behavior and the problems in communication system, and then I will analyze the causes of the problem.The fifth part is the suggestions about the teachers’ exchange in compulsory education schools of C county. Based on the above problems and causes, I put forward some effective Suggestions from three big aspects : the system of life and the development of security, relevant supporting environment, funding support.
