For promoting compulsory education balanced development, we must research and assess thestatus and needs of the compulsory education Scientifically. This is the primary basis for the workof building high-quality compulsory education. The goal of the development of a harmonioussociety is that balanced education, balanced education compulsory education, protecting the rightsof all the educated. Configuring the teachers is the key to achieve the balance of education. Only bygrasping teacher balanced well,can we grasp compulsory education in the development process effectively and provide a strong and scientifical basis to formulate education policy.In recent years, actively responding to the national call,Shanxi province took a series of measures. For example, six hundred million yuan of annual investment will be put into the primary and secondary rural schools in twenty regions to improve the situation in the following five consecutive years from2012. The measures have promoted the balanced allocation of teaching rescourses for Shanxi compulsory education in a certain extent.However,the teaching rescourses allocation shows many other unbalanced problems during different cities and between urban and rural areas.In particular,the allocation of compulsory education teaching resources shows a particularly serious unbalance between urban and rural areas in Shanxi.Beginning with the typical foreign balanced model and the domestic policy, problems, status aswell as the reasons of compulsory education, this article investigates the basic condition of fourselected regions in Shanxi province, including the south of Shanxi, the north of Shanxi, the centralpart of Shanxi, and the southeast of Shanxi, compares and analyzes the differences between theurban and rural area within distinct parts of Shanxi province, which prove out the distribution ofteachers between the urban and rural area is unbalanced. The government, society, school and alsothe teachers should take responsibility for this problem. Accordingly, they need to offer betterpolicies in order to keep the balance of distribution of teachers.
