| Education is the foundation for a hundred years.Education is the hope and future of a country and a nation.To do a good job of education in a country has important strategic significance for the development of a country.Compulsory education is the foundation of a country’s education,which is in a basic position in the educational cause.The coverage and overall education level of compulsory education can reflect the overall educational strength and economic and social development level of a region,and also an important indicator to measure the comprehensive strength of a region.With the continuous promotion and comprehensive coverage of compulsory education in various regions of the country,the development level of compulsory education in China has been greatly improved.However,due to the influence of economic strength and teachers,the level of compulsory education in various regions gradually shows differences.Therefore,at present,the state puts forward the goal of realizing the balanced development of compulsory education in the whole country.According to some data,as of 2016,with the continuous promotion of compulsory education equalization,1824 counties across the country have achieved the balanced development of compulsory education.From this point of view,the level of balanced development of compulsory education has been greatly improved,but it can not be ignored that there are still some problems in the process of balanced development of compulsory education,especially in the old revolutionary areas in remote areas,due to historical reasons and geographical constraints,the level of economic development is relatively backward,the investment in education is limited,and the development of compulsory education in counties.The level is still low,and there is still the phenomenon of unbalanced development in the region.Such a short board has caused the imbalance of compulsory education level in the old revolutionary base areas,which needs the local government to attach great importance to.At the national level,in order to promote the development of education in some remote and economically backward areas,the central government has continuously narrowed the gap between compulsory education in this region and the areas with rapid economic development,realized the optimal allocation of educational resources in the whole country and the whole region,and provided equal educational resources and educational environment for children in the national compulsory education stage,the government has issued relevant educational policies to ensure education fairness.In addition,the state has also increased the investment in education in remote and economically backward areas to promote social equity and justice with educational equity.Under the condition that the national compulsory education policy inclines to the remote and poverty-stricken areas,the development level of compulsory education in Linyi City,Shandong Province,which is located in the old revolutionary base area of Yimeng,has obviously improved.In order to solve the existing problems,governments and departments at all levels in Linyi City have taken a series of positive policies and measures,and actively explore solutions.In order to better study the current situation and existing problems of compulsory education in China,the author uses literature method and interview method to fully understand and analyze the historical track and development trend of compulsory education in China,and expounds the relevant concepts of compulsory education.And taking Hedong District,Linyi City,Shandong Province as the research object,this paper fully investigates the basic situation of compulsory education in this district,analyzes the current difficulties and development limitations of compulsory education in this district,and puts forward some countermeasures and suggestions.It is hoped that through the study of compulsory education in this district,we can provide some learning and reference methods for the areas which have the same or similar development conditions and face the same situation.Through the research,the author found that: the balanced development of compulsory education in old revolutionary base areas not only has common problems in the process of compulsory education development in other areas,but also has some personalized problems,such as: the state’s financial support for the development of compulsory education in the old revolutionary base areas is not enough,the state’s insufficient financial support for the balanced development of compulsory education in the old revolutionary base areas,the imbalance of fund support for compulsory education in the region and "large class" still exists in urban primary and secondary schools.According to the problems found in the investigation,combined with the regional differences and personalized characteristics of compulsory education layout in Hedong District of Linyi City,the author puts forward some targeted and operational countermeasures and suggestions to promote the balanced development of compulsory education in this region,mainly in the following five aspects: first,strengthen the government responsibility,improve the policy guarantee measures for the balanced development of compulsory education;second,increase the investment in education funds in the old revolutionary base area,improve the guarantee mechanism of compulsory education funds,and realize the policy and financial support for the old revolutionary base area.The third is to improve the allocation of teachers strength,optimize the reasonable allocation of teachers resources in the region;the fourth is to accelerate the development of education information,improve the level of science and technology of compulsory education in old revolutionary base areas;the fifth is to implement the evaluation and feedback mechanism of education results to promote the virtuous circle of compulsory education.According to the research content and research methods,the author divides the paper into five parts.First,on the basis of literature review,it fully analyzes the relevant research results and practical experience on compulsory education at home and abroad,and provide sufficient theoretical support and practical basis for the paper.Second,define the relevant concepts and build a theoretical framework.Third,this paper makes an empirical analysis of the balanced development of compulsory education in the old revolutionary base areas,and explains the policy basis for the balanced development of compulsory education in the old revolutionary base areas.Four,this paper analyzes the current situation of balanced development of compulsory education in Hedong District of Linyi City,and probes into the difficulties and reasons of balanced development of compulsory education in Hedong District.Five,according to the specific situation of the case and the regional reality,this paper puts forward the countermeasures and suggestions to improve the balanced development of compulsory education in the old revolutionary base areas,and looks forward to the future road of the balanced development of compulsory education in the old revolutionary base areas. |
