Balanced development of education is the key stage of the reform and development in compulsory education. The balance of teacher resources allocation is the key to the balance d development of compulsory education. The thesis, making a research of problems in tea chers’ exchange policy and its implementation during the stage of compulsory education, a nalyzes the problems and causes of current situation and problems in teachers’ exchange d uring the stage of compulsory education within Feidong County so that theoretical basis a nd reference for practice can be provided for better implementing teachers’ exchange polic es.It is found from the collection and sorting of questionnaire and interview that the inter est parties are not so clear about the object of policies and they are lack of motivations of b eing exchanged. It commonly exists that the interest parties are heavily pressured both in li fe and work if being exchanged. Meanwhile, their personal demands cannot be met, which may be caused by the imperfect incentive exchange and supervision mechanism. Therefore, there are inner contradictions in the interest parties.It is summarized that the economic and cultural differences lead to the rural teachers’ ri ghts and interests not being protected so well so that teachers are lack of motivation to sup port the exchange policies. There are also some special characteristics of the area of Feido ng County. Based on the analysis of problems and reasons, corresponding suggestions can be put forward.Innovations must be given to incentive mechanism of teachers’ exchange. Salaries and subsidies of teachers must be raised. At the same time, care must be given bas ed on multiple collaborative systems. Professional development must be improved through deep learning, in the process of which supervision and evaluation mechanism must be perf ected and publicity and management should also be strengthened. It is hoped that reasona ble exchange mechanism of teachers during the stage of compulsory education within the County can be established so that the balanced development of compulsory education can be realized.
