Compulsory education is related to the quality of the people,its the basic work of national development.The balanced development of compulsory education is the primary task of the development of compulsory education,among which the balanced development of compulsory education of western area is the breakthrough point of realizing the balanced development of compulsory education.National long-term education reform and development plan(2010-2020)mentioned " balanced development is the strategic task of compulsory education",take the lead in achieving the balanced development of urban and rural areas,and gradually push in a wider range.By the end of 2016,there were 1824 counties have passed the acceptance work of basic balance of compulsory education development.However,how to pursue high-quality education at the basis of the achievements,how to provide the people with high-quality compulsory education to meet their appetite,which are the new historical mission we have to face.Through the literature method,comparative method and interviewing method,the thesis makes a comprehensive analysis of the present situation of compulsory education development at home and abroad,explores its developmental track and trend,and further analyzes the balanced development of compulsory education in our country and clarifies its connotation and theoretical basis.On the basis of this,the thesis take a balanced county of compulsory education as a case,analyzes the current situation of the balanced development of compulsory education,and tries to find out some problems and the reasons for the development of compulsory education in this county.And try to explore the countermeasures to promote the high-quality balanced development of the county,I will be very glad if it can provide some reference value for the balanced development of compulsory education of the western county.Through in-depth analysis,this paper draws the following conclusions.The problems in the balanced development of compulsory education of Zhen'an County include:"large-scale class" still exists in county primary and secondary schools,school investment in urban and rural areas is unbalanced,the allocation of quality teachers in urban and rural schools is uneven and educational information is asymmetry in urban and rural schools.In order to solve the above problems,this paper puts forward four measures to promote the high-quality balanced development of compulsory education in this county:first,strengthen the government's responsibility and perfect the balanced development guarantee system of compulsory education.Second,optimize the allocation of teachers in urban and rural schools to promote teacher balance;Third,to speed up the construction of educational information,efforts to enhance the level of rural school modernization;Fourth,improve the education monitoring system,to consolidate the balanced development of compulsory education results.Through the above measures,we hope to have a positive reference for the balanced development of compulsory education in Zhen'an County.There are five parts in this thesis.The first part introduce the current situation of the research on the development of compulsory education at home and abroad,and explores its research ideas and methods.In the second part,it clarifies the theoretical basis of the balanced development of compulsory education and analyzes the standard framework of balanced development of compulsory education in our country.In the third part,analyze the current situation of balanced development of compulsory education of a county,and then analyzes the existing problems in the balanced development of compulsory education,and explores the reasons for restricting the balanced development of compulsory education in the county.In the last part,according to the standard framework of balanced development of compulsory education in our country,the thesis puts forward the countermeasures to promote the high-quality balanced development of compulsory education in this county.
