China’s long-term urban-rural dual structure,elite education and urbanization accelerated,resulting in a huge gap between urban and rural areas,between regions and inter-school education,the current gap is reflected in the serious imbalance in the allocation of teachers,becoming a bottleneck which restricting the balanced development of compulsory education,and lead to the "school choice fever" problem.Teacher exchange rotation is an important measure to equip rural schools and weak schools with teachers,promote the balanced development of high-quality compulsory education,solve the problem of school choice and realize educational equity.Since 2014,a number of central policy documents have emphasized from the national level to speed up the process of compulsory education teacher exchange rotation,and strive to use 3to 5 years to achieve the institutionalization and normalization of teacher exchange rotation.However,this policy has not been fully supported by teachers,the mandatory implementation of the policy is in trouble.This report takes the implementation of the policy of exchange rotation of compulsory education teachers in Guangxi D County as the research object,uses questionnaire survey and the in-depth interview method to conduct in-depth investigation and research on the implementation of the teacher exchange rotation policy,find out the dilemma in the process of policy implementation,and then rely on Smith’s public policy implementation process model to study the reasons,and then put forward the strategy of breaking through the difficult situation,and provide reference suggestions for the perfection and effective implementation of the teacher exchange rotation policy in the compulsory education stage in the county.The study found that the difficulties encountered in the implementation of teacher exchange rotation policy in the compulsory education stage of Guangxi D County are: the identification of teacher exchange rotation policy is difficult to unify,the willingness of teachers to exchange rotation is difficult to improve,the way to select exchange rotation teachers is difficult to satisfy teachers,the selection of exchange rotation teachers is difficult to meet the actual needs,rotating teachers in the flow into school is difficult to play a leading role,and the assessment and evaluation of exchange rotation is difficult to be comprehensive.The implementation of the teacher exchange rotation policy is difficult because of the influence of the policy itself,the implementing agencies,the target groups and environmental factors.Specifically,the policy itself has unclear details,lack of systematic content,insufficient attention to policy implementation agencies,policy publicity and supervision is not in place,there are absences and offsides,teachers have low policy recognition,when faced with difficulties,the overall situation is not strong,low willingness to exchange rotation,the influx of school-to-school rotation teacher support is not enough,public opinion bias and incentive protection is weak.On the basis of the research,the article further puts forward suggestions for improving the implementation of the policy,including optimizing and perfecting the policy content,clarifying the responsibilities of the executive agencies,introducing the third party assessment supervision and setting up the teacher management service center to improve the executive ability of the executive agencies,establishing the status of teachers’ civil servants,paying attention to the professional development of teachers and safeguarding the interests of rotating teachers to improve the enthusiasm of teachers to exchange rotations,creating a good environment for public opinion,providing a good environment for rotating teachers to enter the school support,And the construction of high-quality education resources sharing cloud platform,to create a good policy implementation environment,to ensure that teacher exchange rotation policy effectively implemented,to realize its strategic goal of equal teacher allocation,promote the balanced development of compulsory education and promote educational equity.
