From the view of human resources development, with WXCS high vocational college as the research object, the study applies balanced score card to practical HRD. In the case of teacher, the study, integrating the strategic objective, management and individual teacher, discusses the approaches concerning good training, rational allocation, effective management, realization of satisfaction, and maximization of self-realization.In order to deeply study the application of balanced score card in HRD in HVC, many research methods are applied in this study, including literature survey, comparative research, case analysis and questionnaire. The study falls into 5 parts. The first part presents research significance, current situation, conceptual framework and research methods; the second part shows the development of BSC and its contents and the steps of application; the third part analyzes the appropriation of BSC in the HRD of WXCSXY, and stresses the necessity, feasibility and superiority of BSC’s introduction; the fourth part focuses on the process of the establishment of target system of HRD in WXCSXY on the basis of BSC. The whole process covers the determination of strategy based on SWOT analysis, the determination of target system based on the strategy and the determination of weight based on analytic hierarchy research; the fifth part states the implementation of target system of HRD in WXCSXY. In this part, the study elaborates the protective measures for the system and the necessary steps.Two innovation points should be emphasized. First, BSC used to be a performance management tool. In this study,BSC is applied to the construction of teaching staff. So, the role BSC plays is enriched. Moreover, the weight is determined based on the integration of expert scoring method and analytic hierarchy research, which marks the combination of qualitative analysis and quantitative and will certainly ensure the accuracy of weight.
