With today's fast advancing economy, human resource has become the core competitiveness. High caliber intellectuals are the very foundation of a creative society as well as a creative China. As the most .effective and quality institutions to incubate intellectuals, universities stand out in both status and function in the"empowered through education and science"and"intellectually superior nation"strategies. And then university faculties are the essence of this strategy. Only highly effective and sound caliber intellectuals can only be cultivated by high quality teachers. And it is the only way to strengthen our comprehensive national strength. There are already series achievements in leading and boosting the system improvement of human resource of senior education, but some issues still exist in faculty evaluation system, which will affect the quality of faculties therefore the cultivation of intellectuals and the realization of the strategy of "intellectually superior nation".As the main means of strategic performance, the Balanced Score Card has found widely used in the enterprises and takes effect in the application of the public service sector. It is feasible for universities, as a significant representative of the public service sector to put the theory of Balanced Score Card into university performance appraisal. Balanced Score Card is introduced into the performance appraisal of university faculties based on the characteristics of their performances and positions in the thesis. So four traditional dimensions of the Balanced Score Card will be turned into four dimensions appropriate for university faculties which provides experience and references for the college teacher's performance evaluation.This thesis consists of 6 parts. Part I is an introduction, which presents research background and some issues, states the importance of its topic, annotates the research objective as well as some important and difficult points and explains all kinds of methods involved in writing. Part II is about some relative theories on performance appraisal including four aspects: basic questions of performance appraisal, basic methods of performance appraisal, Balanced Score Card and performance appraisal of college teacher in which the two latter parts are much stressed. Part III discusses the current situation, questions and causes about Balanced Score Card in college teacher performance evaluation in our country. Part IV is the core part the thesis. It tries to construct strategy-oriented college teacher's performance evaluation system, discusses the significance of Balanced Score Card's bring into college teacher performance evaluation, describes the preparatory work and also constructs strategic BSC-oriented performance evaluation system of college teacher .Part V describes possible problems existed in the process of implementing Balanced Score Card in college teacher and puts forward corresponding solutions to these problems.
