In recent years, along with promoting the professional education as a breakthrough in the reform of education, as the focus of our professional talent training base in higher vocational colleges, there is a difference in college training of senior scientific research personnel, task, its are shouldering the task of cultivating our country higher technology applied talents, in advancing the process of social modernization in China has a irreplaceable role in 2006, along with being known as the "higher vocational Project 211" namely "National Demonstrative Higher Vocational Colleges and universities construction plan" began formal implementation,the social from all walks of life in higher vocational colleges teaching quality. The core development is also more and more high, which also contributed to the performance evaluation of Higher Vocational Colleges The development process of the system.In this paper, we first introduce the research status quo of Higher Vocational Colleges performance, colleges and universities at home and abroad performance related theory and system dynamics theory. Then based on the Balanced Scorecard performance management theory, combined with dynamic system according to the characteristics of higher vocational colleges is established based on financial, internal business process, learning and growth, the four dimensions of customer, and thus to the performance of Higher Vocational Colleges assessment, strategic in the original balance score card, balance, development, based on the development of adds to the dynamic.
