The empirical research of implementation power firstly appeared in enterprise management, and later it was introduced to the field of public administration. Implementation power not only has an important role in enterprise management, but also has reference value of realizing normal operation in the field of education, attaching education policy goal, achieving rapid and healthy development in education, and promoting a country’s comprehensive strength. In other words, implementation power of education policy is a bridge to realize education policy content, spiritual essence and education target transformation. With the increasingly complicated public affairs, it plays an increasingly important role. Implementation power of education policy is an important subject in the research of public administration. Implementation power of education policy is not only a comprehensive indicators for evaluating implementation of education policy, but also an important criterion to measure scientificity of education policy, and even important support of realizing education policy goal.This paper analyzes the connotation, construction and characteristics about implementation power of education policy, bases itself on the current practice of education policy in China, uses research approaches to study implementation power of education policy in our country, such as literature research method, comparison research method and investigation research method for analyzing its performance and attribution about issue of implementation power of education policy, and applies measures and revelations for reference to promote implementation power of education policy from some typical foreign countries. This paper finally raises strategies of implementation power of education policy which includes the following perspectives: the target of education policy, the executors of education policy, the target groups of education policy, the environment of education policy implementation, the implementation resources of education policy, the evaluation of implementation power of education policy, the supervision system.Through the study on implementation power of education policy and its further interpretation of its relevant aspects, which has a profound theoretical value and practical significance. It not only is beneficial to improve our country education policy and break the bottleneck of implementation power of education policy, but also truly puts implementation power of education policy in place, finds a more effective way to achieve education policy goals, and fully takes advantage of function on policy implementation in education organization of 1+1> 2, thus makes this three perspectives including the education policy, education policy objectives and implementation power of education policy achieve the effect of interaction and promotion. In other words, it not only enriches the theory study of education policy, but also helps to guide practice of education policy, and makes practice of education policies more targeted and effectiveness. In the report at 18th Party Congress, Hu Jintao said that to do a good job in the people’s satisfactory education and what is people’s satisfactory education, which should consider meeting demand of public interests as the main line of education policy, and scientific education policy should not only comply with the principle of education activity itself, but also reflect the people-oriented spirit and pay attention to the public’s value demand of education policy, finally these ideas manifest through implementation power of education policy. Therefore, the improvement of implementation power of education policy is actually and effectively the starting point and the foothold of carrying out education policy and realizing the goal of education policy.
