The essence of public policy is collecting and distributing interest. Therefore, the change of interest produces a direct effect on public policy legislation program. The thesis analyses public policy's legislation program of China from the angle of the interest change and the interest structure's change.With the integral and unitary interest structure, the factor of interest has less influence on public policy legislation program of China because of less change of interest and interest structure. The main characteristic of public policy legislation is that the power elite inside the government is controlling public policy, and that the central authorities' policy is authoritative and unified. The China shifts from the planned economy to market economy gradually after the reform and openness to outside world. As a result, the interest structure of society changes greatly. It becomes multivariate, non-proportionate and transitional. The influences originated from the interest structure's change on public policy legislation, specifically occurred to the behaviors of public policy's main body, behaviors of participants and the process of decision-making.The interest structure's change exerts a profound influence on formulating policy. Meanwhile, it brings new problems to the policy legislation. That is, the way of participation is not perfect; The participation can't meet the needs of multiple interest groups; The local government plays a game with the authorities in decision-making, which leads to the lose of the effectiveness; The decision-making of policy has some difficulties in finding out facts and making choices. The thesis gives us some suggestions and countermeasures to solve these problems.
