Public welfare is an important principle which is safeguarded and guaranteed by the" Education Law of the People’s Republic of China".In order to keep up with new developments, the Party’s report at the17th CPC National Congress further reiterated the importance of achieve national rejuvenation and to build a country rich in human resource by adhereing to the public welfare nature of education. The enactment of after-school educational institution public welfare policy is an important measure to improve the government’s public services in the field of after-school education to highlight the image of after-school educational institutions and to strengthen the ideological and moral education for all the minors. Though the policies has been introduced over a decade,not only the experts still argued for their own advocation, but also each institution practiced differently in the implementation process. No consensus has been reached on both theory and practice. In this context, taking a public after-school educational institution for example to delve into the problems and causes of the policy implementation has important theoretical and practical significance. It helps to identify the gap between the policy objectives and actual results, promote the institution’s comprehensive recognition of the policies as well as correction of the defects in implementation, so as to better implement the education public welfare policy. At the same time, it helps to provide reference for government departments and other similar after-school educational institutions, to make the minors have their fair share of more high-quality educational services, which plays a positive role in promoting the development of after-school education.The main thesis of this study is to explore:The objectives of public welfare policy published by national goverment under the new situation of extracurricular education development;The methods of "after-school educational institutions" in implementing the public welfare nature of the policy, its achievement, problems encountered and their root causes;The proposed principles and methods for the government and after-school educational institutions to improve execution in order to solve problems and achieve policy objectives.In this study, text analysis methods is used to analyze the history of after-school education in its development and its changing trend over the past sixty years. The current policy target is broken down into three specific requirements of the political, economic and cultural aspects. For after-school educational institutions, the main purpose of public welfare policy is to expand its scope of service and hours to further strengthen the ideological and moral education for all the minors, and to promote the convergence between in-school and after-school education. This study obtains real data analysis in the implementation of policy of after-school educational institutions by typical case of internal documents, surveys and interviews. Many problems in execution were found through comparing results with the policy goals. In addition to the problems of the policy itself, the negative influence from the traditional administration of after-school educational institutions and lack of self-management affect greatly to the effective implementation of policies. The execution effect is not good enough partly because the the target population’s weak consciousness to support the policy and the lack of resources in implementing the policy.For the above four aspects, this study presents a comprehensive policy implementation strategies and recommendations.First, relevant regulations should be introduced in order to ensure the accurate implementation of the existing Policy.These regulations should help implementers in the clarification and better understanding of the nature of "public welfare" of education. A clear idea and method of operation can be given to executives to ensure adherence to the established goals. An ensuring mechanism should be established to supervise and evaluate the implementation results, thus can improve the performance of execution.Second, the after-school educational institutions should strengthen its self improvement in playing a leading role in the process of policies implementation. The institutions hould change the administrative concept first, change "passive execution" into "active execution", not only responsible to the higher authorities, but more to service the minors. Put the "lifelong development services for students" as the starting point for all the work, maintaining the characteristics of after-school education,constantly pursuing the adhere to the nature of "public welfare." After-school educational institutions should respect the democratic political construction, faculty building and development of educational products and establishing educational services network efforts to continuously improve the level of policy implementation.Third, the after-school educational institutions should seek the endorsement and understanding of policy target population in order to provide better services for them. It requires us to strengthen policy advocacy as well as the efforst to improve education and teaching management within the organization, while keeping in mind the educational needs of the "weaker" groups in the society.Fourth, the government should create a favorable policy execution environment, increased capital investment, the introduction of market mechanisms to maximize the effectiveness of policy execution.
