The Maternity insurance system in China has developed from social insurancesystem to enterprise insurance system,and now it·s working on reconstructing ofsocial insurance system. As one kind of social policies,who should be the policybehavior,government or enterprises? What role should government play in theprocess of maternity policy implementation in private enterprises?Female worker labor protection special provisions has extended the maternityleave from90days to98days,and further refined the measures of maternity leavepolicy. Whether the policy adjustment improves well-being of female employees hasbecome a focus in the field of maternity leave research, for the result of a policydepends mainly on the process of implementing it. Enterprises pay a certain percent(<1%) of its employees`last year`s total salary for their maternity insurance.According to article3of Guangzhou Enterprise Maternity Insurance ImplementingRules (Trial), the percentage in Guangzhou is0.7%.The practical thrust of these regulations is to combat sexism in the work placeand protect female`s rights.The author summarized the maternity laws, statues and regulations, used themethod of questionnaire survey of female employees who has or about to take amaternity leave and the human resources managers in varies sizes ofprivate enterprises, also collected statistics from the internet. Through these efforts,the author found out that the implementation of maternity policies in privateenterprises is not as well as civil servants and the staff of state-owned enterprises.Through cost-benefit analysis of the government, enterprises and femaleemployees, the author tend to find out the reason and propose some advises.Besides supervision, the government has responsibility to assist privateenterprises carrying out maternity policies, such as provide incentives for them byoffering tax advantages to private companies who employee a certain amount of female employees. Most importantly, to achieve policy goals in private enterprises,government should guarantee them with fair competition environment.
