Young teachers have the need to improve the economic treatment, the demand for justice, the strong demand for the professional development and so on.Therefore, this paper from the perspective of teacher demand, according to Maslow’s "hierarchy of needs theory by integrating various needs of teachers, the teacher needs to integrate into five needs, Maslow’s " need hierarchy theory should be relatively.Survival needs to correspond with the young teachers’ salary requirements; security needs to correspond with the demand of working conditions; needs social needs to correspond with the interpersonal relationship; respect need to correspond to the teachers eager to achieve the needs of subjectivity in the school management; self realization need to correspond to the young teachers’ professional development needs.On this basis, according to the needs of rural youth teachers, from the local administrative departments, the school itself, the teacher’s own three-dimensional degree of the proposed operation of the incentive proposal.
