The Consideration Of Policies About Co-ordination Of Basic Medical Insurance System For Urban And Rural Residents In Taiyuan

Objective:This paper aims to realize the operating mechanism of urban and rural residents ’health-care system and its successful experience, compared to urban residents in Taiyuan medical insurance and new rural cooperative medical system of two run difference and analysis on Taiyuan implementation necessity and feasibility of urban and rural health-care system, implemented in Taiyuan City urban and rural health-care proposals.Methods:1. Case analysis: analysis the development status of integration of medical insurance,so as to provide reference for the feasibility of the policy;2. Social survey methods: design the questionnaire, understand the basic situation,respondents to participate in co-ordinating health care will and the reason,the issues they are most concerned about, explore the mass base of the basic medical insurance system for urban and rural;3. Statistical analysis methods: analysis Taiyuan municipality and resident individuals2000-2014 Years of economic change and the forecast for integrated urban and rural residents in Taiyuan medical insurance,to provide economic support.Results:1. Overall health of urban and rural residents in Taiyuan need fit in the level of development of the local economy adaptation, the Government must play a leading role. It should have legal protection, and be gradual.2. Urban residents in Taiyuan medical insurance system has the following problem:insured complex responsibilities and financial difficulties, management limited.3. Taiyuan NCMS has the following problems: insufficient primary health service capacity, Fund pressure, rapid growth of medical costs, low level.4. We gave out 300 questionnaires,took 289 questionnaires, the response rate is96.3%. In the questionnaires there are 258 people willing to participate in rural health care,19 people depend on the policy, and 12 do not wish to take part in.5. We described the revenue, expenditure, health expenditures, urban and rural residents ’ average annual income, urban and rural residents ’ average annual expenditures,health care expenditures of urban and rural residents of Taiyuan from 2000 to 2014. We found that these indicators are on the rise; to do predictive analyses in addition to urban residents ’ consumption expenditure and health care spending has decreased, but other indicators are on the rise.conclusions:Co-ordinating Taiyuan urban-rural health care has experience to follow, and there is a good mass Foundation and favourable economic conditions. Specifically, there will be the following six aspects of the work to do : determining reasonable coverage, gradually reduce the basic health care system associated with the household registration; unified financing and compensation policy of unifying health care directory; appointed medical institutions of unified management and strengthen all aspects of the safeguard measure.
