Since the New Rural Cooperative Medical system has piloted and implemented since 2003,it has played an active role in protecting farmers' health and improving the level of rural health care. However, there are many problems of the new rural cooperative medical system in the course of its operation. In its internal the level of security is low, protection mechanisms and mechanism for controlling costs is imperfect. In its external, there is still a large gap compared with medical insurance for urban residentsurban residents, the unfairness of medical insurance between urban and rural residents is prominent. As government-led health care policy for rural residents, the new rural cooperative medical system is a social redistribution measure, to ensure the fairness of social redistribution is its proper meaning.
