Analysis On The Achieved Results Of The Basic Health Insurance Relating To The Health System Reform

The basic health insurance system reform is to maintain the health which is the welfare for people’s livelihood. What’s more it has great sense, as a project, aiming to promote the coordination of economic and social construction, to expand domestic demand, to improve the national health level, to maintain social stability, and to show the national embodiment of socialist superiority. This article intends to tackle the hot issues, and mainly to make a research on the policy contents, system performance and perfect strategy.objectiveThe overall objective of this study is to explore the establishment of basic medical insurance system in urban and rural aeras, and to analyze the quality and efficiency of the basic medical security system in Shandong Province. Moreover it offers some policy recommendations related to the comprehensive health system reform.The specific objectives include:1to show the framework of the basic medical insurance system2to reflect the actual effectiveness of the medical security system construction in Shandong Province by mid-term assessment of the relevant data.3to summary the main acheivement of in the reform progress, and to give some policy recommendations to adjust the situations in the future Materials and methodsOn the basis of literature review, the research utilize field surveys and interview data of Shandong province soft science projects which is entitle "Shandong province medical health system reform deepening research performance"(Numbers:2011RKMA007),and statistics and classified the related project and data, and carried out the condition and the comprehensive effect in two ways, including one based on qualitative analysis and the other based on quantitative analysis.Result1the coverage of basic health insurance is very high in shandong province and it nearly covers all the urban and rural residents.2the total funding of the insurance rises significantly and the proportion of individuals decreases slightly. The level of benefit becomes more obviously.3the co-ordination level changes from country level to municipal level which enhance the anti-risk ability.4the income of insurance fund is larger than the expenditure, and it increase the number of protected disease and the Claiming reimbursement for proportion, so the effciency of the use of fund rises.5the capability of information management improves which is convenient for the users.6some non-traditional forms for paying begins to implement, and the emphasis focuses on the hospitalization.
