Research On The Current Situation And Countermeasures Of The Integration Of The Basic Medical Insurance System For Urban And Rural Residents In Yangzhou

In 2003 and 2007,the Nation had established a basic medical insurance system for rural residents and urban non-employed population,including Urban Residents Basic Medical Insurance and New Rural Cooperative Medical system.Since the establishment of the medical insurance system,both provide medical coverage for the groups of people.However,the urban-rural dual division leads to a series of problems such as the imbalance of insurance coverage and treatment of the two types of medical insurance,and the repeated participation,which restricts the healthy development of China's Medical Insurance System.Therefore,it is necessary to improve the system through the integration of medical insurance for urban and rural residents.Based on the Social security theory,the Theory of Service-oriented Government,the Theory of Fairness and Efficiency of Medical Insurance,propose solution by analyzing the current situation and the problems after the integration.The two systems of Urban Residents Basic Medical Insurance Institution and New Rural Cooperative Medical system were formally merged in Yangzhou.After the integration,the problem of urban and rural dual division restricting the healthy development of medical insurance has been solved.We have achieved equalization of medical insurance services,stable growth of financing,improvement of medical insurance benefits,improvement of fund efficiency,rational guidance for medical treatment,and unified participation in insurance management etc.However,the integration has just been implemented,and the factors affecting integration and the problems arising from the integration will inevitably exist.These problems include:the insufficient incentives for sub-segment payment,downward pressure on the balance of income and expenditure of medical insurance funds,difficulty in meeting the growing medical insurance needs of service providers,low awareness of policy,severe challenges in supervision,uneven distribution of medical resources in urban and rural areas etc.In order to solve these problems,this paper suggests:improve the scientism of policy formulation,increase financial subsidies and optimize payment methods to ensure fund balance,strengthen service management and improve service quality,strengthen publicity,create a legal atmosphere for medical insurance,strengthen risk awareness,and attach importance to internal control and external supervision,pay attention to the Joint Reformation for Public Health Service?Medical insurance and Medical Production-Circulation to ensure a smooth and effective integration.It is hoped that this paper can provide reference for improving the performance of the medical insurance policy for urban and rural residents in Yangzhou,and provide reference for other cities to carry out the integration of urban and rural residents' medical insurance.
