Analysis And Discussion On The Shanghai Nuclear And Radiation Pre-hospital Medical Treatment Ability

Objective :Through the investigation on the institutes that afford the tasks of Nuclear and Radiation medical treatment in Shanghai, this article tries to have an overall understanding of the Nuclear and Radiation pre-hospital medical treatment ability level, and analyze its influencing factors. Then we have assessment on it and give proper advices for improving.Method:4 health institutes were chosen as our investigation target, and we use the method of questionnaire and on site investigation. Based on the questionnaire of the national Nuclear and Radiation emergence treatment platform,which includes the aspects of basic condition,organization structure, human resources, equipment, technical ability and training, we designed the questionnaire according the key investigation point.We use the Excel to build the data base, and analyze the data with spss19.0 through statistic photograph and table.Result:All the 4 institutes have given the answer, and the result shows: The institutes have established the basic plan and regulations; Special fiscal funds were invested; the organization system was established, the rescue team was rationally equipped; the equipment materials fulfilled the basic standard; however, the rescue system was still not clear; special emergency plan was not established; the material equipment did not fulfill the “national team” standard; and the systematic training system had not been established.According to the investigation results and referring to the relative standards domestic and overseas, we give five suggestions: build the Nuclear and Radiation treatment system covering the military and civilian institutes; build the Nuclear and Radiation medical technical and decision supporting platform; Choose the corresponding response level according to the medical emergency resources; build the provincial level training base to improve the rescue level; continuous fiscal input to improve the equipment level.Conclusion:The Nuclear and Radiation pre-hospital medical treatment ability in Shanghai has improved a lot, which can basically cope with the emergencies locally or in the nearby districts. However, in the aspects of rescue system, special emergency plan, material equipment, training and practice, etc., we need further effort.
