Research On Ability Building For Foreign-aid Emergency Medical Teams From The Point View Of A Certain Hospital's Response To Ebola Virus Disease Epidemic In Liberia

With Chinese national status rising,there are more and more overseas military missions.How to arrange and execute non-war military health service is more important,particularly improving actual ability of military health service.Dispatching medical teams to Africa for carrying out prevention and treatment of diseases is one of important contents of promoting international exchange,which manifests the spirit of internationalism.Therefore,China attached more importance to military health service.After the break of Ebola Virus Disease on 18 th,September 2014 China first sent medical teams to Africa for anti-Ebola Virus Disease Mission.Through enhancing assistance force of resisting Ebola Virus Disease in West-African Countries the Sino-African Cooperation relationship had been strengthened,as highlighted the image of Chinese great power.Nowadays,China had sent three medical teams for this mission and effectively controlled the local epidemic situation while there were a lot of problems and difficulties exposed in this process.On the other hand,with the influence of economic globalization health problem around the world has been popular.The sudden-onset disasters induced by climate change,the diversification of new-onset or recurrent infectious disease and many cross-domain or country factors would bring about new threats.Purely depending on one certain country to fight against health threat,had been helpless.It is necessary to mobilize different global powers to fight against health threats comprehensively.Sending out medical teams for health rescue overseas has been the most direct manifestation for global governance.Meanwhile,WHO has been gradually established the standard certification system of International Emergency Medical Team.Chinese overseas emergency medical mission is mainly to rely on mobile military health service units drawn from military hospital temporarily while one standing and complete foreign-aid emergency medical team was not still set up.With the economic developing and the international status enhancing,China hasplayed a more and more significant role in the process of global governance.Establishing one scientific and reasonable foreign-aid emergency medical team is not only the specific countermeasure,but also the beneficial guarantee for the overseas military health service.This research had a systematic literature review for domestic and overseas foreign-aid emergency medical team construction.Combined with this actual case—assisting Africa to fight against Ebola Virus Disease,some relevant work had been summarized and the principle of establishing military health service teams had been discussed.Furthermore,there was an analysis for relevant situations of medical team members,logistic materials,team structure and practice.Some available suggestions and opinions for foreign-aid medical assistance in the future were proposed from some fields of mechanism improving,training strengthening and practice extending.Based on literature research and in-depth interviews,this research aimed to find out the organization and action conditions of military medical teams,to summarize the core ability of construction and organization for military medical teams,to analyze the problems exposed in the action,and put forward the suggestions for the construction of foreign-aid military health service medical teams.In the last,through literature analysis,expert interview and DELPH method,the framework of core ability system for foreign-aid medical teams was discussed,primarily forming the corresponding ability indicators and providing the evidence and reference for foreign-aid medical teams construction and improvement.With the comprehensive national power strengthening and international status enhancing,as one responsible great power,Chinese military force has played a more and more pivotal role in the international affairs and extends more missions.As the important force executing overseas military missions,humanitarianism assistance,and international peacekeeping and overseas medical rescue have become the normal state for military health service force,which has been the important means enhancing national impact around the word.In addition,this successful action(assisting Liberia to fight against Ebola Virus Disease)made a great contribution to improving the image of great power.For better serving national new diplomatic strategy the top-level design for military health service force is necessary,further deepening general layout and deployment for military health service force “executing overseas mission”.First,strengthening strategic design for international utilization of military health service power and deepening research forinternational affairs and situations of disposing mechanism are essential.At the same time,ensuring the opportunity,strategy and international cooperation model for international utilization of military health service force and deeply integrating with different forces to manage international rescue are imperative,as fully manifests the better image of great power.Second,strengthening the legal mechanism design for international action of military health service force and taking examples by international common practice and foreign military advanced experience could provide enough evidences to formulate the overseas military action regulations fitting Chinese military action features beneficial to organization and command.Third,enhancing the cultivation for always-prepared military health service force executing overseas mission and utilizing the opportunity of military reform and system adjustment aim to establish always-prepared military health service force for different missions at various domains,ensuring that accomplishing appointed mission successfully.Fourth,core ability improvement for foreign-aid emergency medical rescue should be strengthened.The key to meet the need for different missions' execution and accomplishment is fitting changeable overseas working environments,better exploring and analyzing information,and ability utilization.It should be noted that in the process of disposing global health problem diplomatic ability for health development is the important component of core abilities of foreign-aid emergency medical teams,as nowadays is comparatively absent,particularly the insufficiency of military diplomatic talents for health development.In a word,this cultivation system for military diplomatic talents for health development is not still maturely build that further limit the working effectiveness of foreign-aid emergency medical rescue.
