The Research On The Present Situation And Improvement Countermeasures Of Pre-hospital Emergency Medical Treatment In Jiangsu Province

Due to the dense population of Jiangsu province,the tasks of daily pre-hospital emergency medical treatment,emergency response and medical security work for major activities,undertaken by the pre-hospital emergency department,are very heavy.It is necessary to conduct investigation and research on the present situation and improvement countermeasures of pre-hospital emergency medical treatment in Jiangsu province from the perspective of systematization.Aims: Firstly,understand the present situation of pre-hospital medical emergency system construction in Jiangsu province.Secondly,find out the problems and difficulties in the process of pre-hospital emergency medical treatment in Jiangsu province.Finally,put forward advices to improve the efficiency and quality of prehospital emergency medical treatment service on these basis,in order to fill the blank in the comprehensive and systematic research of pre-hospital emergency medical treatment at provincial level.It is hoped that this study can promote the development of pre-hospital medical emergency services,and provide better pre-hospital medical emergency services to the needy people.Objects and Methods: The target of this research is 13 municipal emergency centers in Jiangsu province,some of the data is related to the county level emergency center(station).This study sorted out the legislation on pre-hospital emergency medical treatment and summarized the pre-hospital emergency modes in each city by the means of consulting literature,field investigation and expert interviews.In addition,the research adopted the rate ratio calculation,chi-square test,factor analysis and correlation analysis to describe the situation about the operation condition of the municipal emergency center,the resource allocation and ambulance dispatching in Jiangsu province,and explore the relationship between these factors.In the end,the contents of the interview with the experts were summarized to find out the problems and difficulties in the pre-hospital emergency work.Results:(1)Pre-hospital emergency medical legal system is not yet mature,legal status and effectiveness is low.There is a lack of the single-space law to carry out the overall and standardized management of pre-hospital emergency treatment,specific provisions in the process of pre-hospital medical emergency services are also lacking.That is likely to cause disputes over the choice of medical institutions,the responsibility of carrying the injured,and the liability immunity for pre-hospital emergency rescue.(2)The pre-hospital emergency mode is still not mature.Due to the constant change of the administrative area planning,the pre-hospital emergency system construction is still in the consolidation stage.Compared with developed countries,the popularization of first aid knowledge in China is relatively low.(3)The construction of pre-hospital medical emergency infrastructure needs to be further improved.There are regional differences in the infrastructure construction and prehospital medical emergency services of the municipal emergency center in 13 cities of jiangsu province.(4)There is still a gap between the actual number of ambulances and the national allocation standard of "an ambulance per 50,000 people".(5)The construction of the pre-hospital emergency medical personnel team is in a difficult situation,.There is a significant shortage of pre-hospital emergency medical staff,and the annual turnover rate is high.(6)Accurate location is the key of the pre-hospital emergency medical treatment dispatching,but also a difficult point in the process of dispatching and the save.Spending too much time in determining the specific location of the patient would delay the speed that dispatcher dispatch the ambulance rush to the scene.Recommendations:(1)Improve the legal system of pre-hospital emergency medical treatment.For example,the training and qualification of social first aid knowledge and skills should be standardized,the provisions of the liability immunity for pre-hospital emergency rescue need to be further refined,and the standard of prehospital emergency equipments in public places needs to be taken seriously.(2)optimize pre-hospital medical emergency services.Improve the dispatch and rescue links by analyzing the causes of common disputes.Introduce the advanced mobile positioning technology to facilitate emergency dispatch.Coordinate with multiple departments to smooth the route of ambulances.(3)Strengthen the construction of pre-hospital emergency medical personnel team.Innovate the management mechanism,improve the emergency medical personnel salary,speed up the construction of discipline to provide professional talents,and pay attention to the training and promotion of staff ability.(4)Increase government funding support to improve the allocation of pre-hospital medical emergency resources and reduce regional differences.(5)Speed up the exploration of category ambulance service to alleviate the shortage and unreasonable use of emergency medical resources.(6)Intensify efforts to publicize and popularize the information about pre-hospital medical emergencies.
