Shenyang Emergency Center Pre And In Hospital Seamless Emergency Integration Model Study

People are getting more and more concerned about pre-hospital care with thefast economic development and the currently increasing public sanitation events inour country. However, terrain expansion, big population and imbalance in economicprogress cause disunity and multiplicity in pre-hospital care mode. At present, theadvanced countries have achieved higher level in emergency rescue system andformed pre-hospital care system fit for them, in which there are many points worth tostudy and refer. But it is not practical or suited to the current situation of our countrythat we copy foreign emergency patterns directly. Reasonably and effectively usingmedical resources in existence, working out a set of pre-hospital care mode that isperfect, effective fitting the situation of our country, and satisfying the people’sgrowing first aid needs and etc have become a problem needing solution fromemergency workers urgently. So, this study discusses modern pre-hospital care modefrom public management aspect with an example of Shenyang city in Liaoningprovince, which is of important theoretic and practical significance.According to the questionnaire and Seminars among the staff from Shenyangemergency center and the subordinate staff of the sub-station, this study doesclassification investigation and reorganizes the survey results on the pre-hospitalmedical staff distribution,medical equipment configuration ambulance drivers andvehicles, visits wordload, the following problems are discovered:1. there is lack ofemergent net in rural-urban continuum and banlieue.2. The ambulance can’t reachthe patients in time because of city traffic jam.3. Pre-hospital care professionalability in theory and technique need improvement and regulation.4. Sanitationdepartment needs to be organized for correspondence to build better integrationmode service.5. Building integration mode service needs giant financial support topurchase a lot of advanced equipment and bear personnel spending, thus thegovernment support is required. Thereby a reasonable countermeasure is brought forward from public sanitary management aspect, namely integration of pre-hospitaland inner-hospital service mode is quick, sequential and effective to enhance rescuesuccess rate, reduce mortality and disability rate of serious patients. Pre-hospital caresystem, inner-hospital system and ICU form an intact, consolidated, and highefficient emergent medical service system. At the same time, consummatingpre-hospital professional collocation and command coordination system in Shenyangfirst-aid net, improving equipment and trying for both sanitary service andgovernment support to promote emergency project development.
