Study On Equalization Of Basic Medical And Health Services In Urban And Rural Areas Of Anhui Province

Basic medical and health service is a cause related to national peace and social harmony and stable development.It is also a key issue related to the people’s own interests.With the rapid development of China’s economy,China’s medical and health industry has also made remarkable achievements in the process of reform.However,due to the unbalanced and inadequate development status of basic medical and health services,the equalization of basic medical and health services between urban and rural areas has not been achieved.In recent years,scholars have gradually increased their research on basic medical and health services,but there are few literatures that specifically focus on Anhui Province and combine the perspective of urban and rural areas to study the equalization of basic medical and health services.Therefore,this paper will conduct a relatively complete and systematic study on the basic medical and health services in urban and rural areas of Anhui Province.First of all,the relevant domestic and foreign research literature in the field of medical care is analyzed,and the relevant concepts and basic theories that may be involved are briefly introduced,which lays a certain foundation for the following research.Then,the status quo of equalization of basic medical and health services in urban and rural areas in Anhui Province was analyzed and summarized through relevant data.Secondly,this paper adopts the entropy method and Theil index calculation method to conduct an empirical study on the equalization of basic medical and health services between urban and rural areas in Anhui Province with the data of Anhui Province in recent ten years as samples.According to the results of the empirical study,the following conclusions are drawn:First,the equalization level of basic medical and health services in Anhui Province has been significantly improved from 2011 to 2019,but the contribution of output and benefit stage to the equalization level is less than that of input stage;Second,from 2011 to 2019,the optimization effect of the equalization level of basic medical and health services between urban and rural areas in Anhui Province is obvious,but there is still a large room for improvement in the equalization level of access to basic medical and health services between urban and rural areas.Third,in terms of the accessibility of basic medical and health services in urban and rural areas,Anhui Province is basically in the middle and upper level among the six central provinces,while in terms of the accessibility of basic medical and health services in urban and rural areas,the overall ranking is relatively backward.Thirdly,based on the results of empirical research,this paper analyzes the reasons for the non-equalization of basic medical and health services between urban and rural areas in Anhui Province.The four main reasons are the difference in the medical security system between urban and rural areas,the deviation in the main responsibility of the government,the imperfect public finance system and the large income gap between urban and rural residents.Then summarize the relevant experience of equalization of basic medical and health services at home and abroad,and combine with the actual situation of Anhui Province to get some enlightenment.Finally,according to the above analysis,several policy suggestions are put forward: First,to promote the integration of urban and rural construction;Second,give play to the leading role of the government;Third,optimize the public finance system;Fourth,pay attention to the introduction of grass-roots talent measures;Fifth,we need to raise residents’ awareness of health.
