At the founding of China,our country embarked on the road of accelerating industrialization development through urban-biased policies in economic field. While the bias has also led to a serious imbalance in the allocation of resources between urban and rural area. During the recent three decades, residents’ income of urban and rural area has improved significantly, while the income gap is gradually expanding. Under the background of urban-rural income gap widen gradually, this article studies the issue on urban-rural medical public goods supply bias from the perspective of intergenerational public goods, integrated using theoretical and empirical analysis to explore the mechanism of urban bias medical public goods supply on urban-rural income gap.This article mainly includes five parts. First, background and significance of the topic are briefly introduced and mainly concepts are defined, followed is the literature review. Second, the theoretical basis of research are pointed out, then analyzing the cause of urban bias, giving the theoretical frame of this paper. Third, first of all, analyzing the history of health care supply system, then studying status quo of medical public goods supply bias through three aspects of public health services, health resources and health care between the urban and rural area, finally the status quo of China’s urban-rural income gap are analyzed from national and provincial level. Fourth, based on the theoretical and experience analyse, with provincial-level panel data from 2002 to 2013, we build econometric models to explore the impact of urban bias of medical public goods supply on urban-rural income gap. Finally, propose appropriate policy recommendations.The article draws the following basic conclusions. First, urban area is better than rural area in medical public goods supply and health care, on the whole, the gap between urban and rural medical public goods supply continues to expand, at the same time, income gap between urban and rural residents is on the rise in fluctuations. Second, because of the intergenerational externalization of medical public goods,the urban bias of its supply expands the health gap between urban and rural residents and further widening the income gap, while improving the health of rural residents may narrow the income gap between urban and rural area.
