With the improvement of people’s living standards and health awareness, people’s demand for medical services is showing multilevel slowly. NCMS can only provide basic medical needs, so we should establish supplementary medical insurance to meet the medical needs of people in rural areas. In addition, due to the current medical treatment is difficult and expensive in rural areas, the new rural cooperative in solving the problem of catastrophic illness still weak. So to solve this problem, it is inseparable from the participation of rural supplementary medical insurance. Rural supplementary medical insurance is a strong complement to the NCMS, it is an integral part of China’s construction of multilevel medical security system. It helps to make up for deficiencies in the NCMS coverage, the level of protection and so on, which can satisfy people’s medical needs. So what supplementary medical insurance in rural areas facing the development environment, rural supplementary medical insurance which develop in foreign. It relieve farmers difficult, these require in-depth analysis and research.This paper consists of five parts:The first chapter is an introduction, this section includes background and significance, summary of studies abroad, research ideas and research methods of this article, and innovation.The second chapter is part of the basic theory, this section includes the meaning and content of supplementary medical insurance in rural areas, it need to establish supplementary medical insurance in rural areas, supply theory of the rural supplementary medical insurance, the needs theory of the rural supplementary medical insurance.The third chapter is the status of Yunfu City and the experiences abroad of the rural supplemental health insurance, this chapter includes the existing defects and problems of the NCMS, the development status of rural supplementary medical insurance model in Yunfu City, the abroad practice of rural medical insurance, implications for development of the rural supplementary medical insurance in Yunfu City.The fourth chapter is the exploration and suggestions of the supplementary medical insurance system in rural areas, this chapter includes reform recommendations and practice of the rural supplementary medical insurance in Yunfu City, the design of rural supplementary medical insurance system model, design operation of rural supplementary medical insurance system. The fifth chapter is the conclusion part, this part is of the main conclusions from the study and research prospects.
