Public health is different from personal hygiene, and does not equal to the summary of personal hygiene. At the end of 2005, Shanghai Pudong New Area's government offered the task of some area's public health work to private-owned Yang-si Hospital. Through the description and analysis of this affair, this paper primarily discusses the possibility, effect, problems and solutions of private-supplied public goods, as well as the functions that private-owned enterprises and the government had made and should make.Because the public goods' produce and supply may be separated, and the concept of nearly public goods had introduced, it is possible for private- owned enterprise to supply public goods. As one part of public goods, public health goods could be gotten by means of buyingservice——purchased from private-owned unit (private-owned hospital)which could be invested by the government. Although private-owned hospital is an organization invested by individual to make profit, different from the excessive use of public health allocation money by the government-owned medical organizations, many private-owned medical organizations are willing to undertake public health service, so as to increase the contact and trust of community residents, and achieve the objective of making profit. They would rather not earn money to provide public health service. However, they like to select those items which can make profit (i. e. from free vaccination to paid vaccination) as their key items, and do little on those difficult complicated items. As a result, purchasing service does not mean that the government transfer responsibility. In fact, the government shall undertake the tasks of control, inspection and appraisal of private-owned enterprises' providing public goods, so that the government purchase the service which deserve it, the residents could get safe and enough public health goods.
