Secondly, with China’s market economy system, China’s pension policy hasalso undergone a change, this article summarizes and research from the reform andopening-up previously to the market economy, during this period China’s pensionpolicy changes, analyze the situation, summed up the advanced experience of thedeveloped regions or countries. Thirdly on the basis of the analysis of pension policyand pension institutions, summed up that under the supply of government supply ofpublic goods, China’s private pension institutions has faced game plight, legitimacy ofdifficulties and property rights dilemmas, and analyze the reasons for the privatepension institutions facing these difficulties, the reason of the Game plight is theinterests of all parties in the old-age welfare services between the participants in the main equilibrium point is inconsistent, private pension institutions to take privatepension agency identity caused by the strict control of the registration and managementprinciples are not legitimate, and property rights of private pension institutions is notclear and uncertain property rights caused by difficulties. Finally, to realize our privateendowment agencies out of trouble, this article based on the supply mode in the publicproducts to take measures as follows:In the first step, it needs to complete the incentive mechanism of the privatepension institutions in the government public supply process. The government can givea certain residual claim and break the property of difference pattern. The second step isto create positive development atmosphere of the private endowment institutions. Suchas changing the concept of bring up sons to support parents in their old age, andpromoting the mechanism of self-discipline and industry self-regulation in it. The laststep is to improve the supply and management system of the public product and services.It includes the system defects, evaluation mechanism and supervision mechanism. Onlyin these ways, our private endowment institutions can resolve the facing dilemma topush the further improvement of endowment service system in China.
