Research On Public Private Partnership Of Medical Aid In Shanxi Province

The rights to life and health are basic human rights.However,due to the weak economic bearing capacity,the poor people have poor health compared with the general population.When confronted with major illness and the high cost of treatment,the poor people’s ability to resist and recover from disease is even lower because of the less accessibility of health service resources.So the poverty due to illness continue to occur.The basic medical problem of the poor is a short board of social development,which will have a significant impact on the construction of a well-off society.Therefore,to establish a scientific and effective system of medical assistance for the poor through proper institution arrangement is an inevitable choice for human to pursue social justice and promote social integration.And it is also the basic human rights and the responsibility of the government.The effective implementation of medical assistance system can further improve the basic public health security system and make poor vulnerable groups have a solid bottom protection in medical security so that they can restore health and regain the ability to work and promote the equity and harmony of the whole society.In the process of establishing and developing of urban and rural medical assistance system of Shanxi Province, the government should be the main responsibility subject in policy making and fund raising.However, on the needs of the poor people’s basic medical and health services,the government has limited medical resources after all.So the level they can provide is low and the scope is narrow.In recent years, the non-governmental organizations, charitable foundations, enterprises and individuals have been involved in medical assistance program and played an important complementary role in the development of medical assistance.The development of social medical assistance has become more and more diversified and coordinated.On the one hand,the government should bear the main responsibility.On the other hand,we should pay more attention to the strong vitality of non-governmental organizations,enterprises and individuals.Only in this way,can we improve the "public private partnership" process of medical assistance through reasonable cooperation.This paper researches the development process and practice of "public private partnership" in medical assistance of Shanxi Province by using the method of literature analysis, comparative analysis, data analysis and so on.Then,we find some problemssuch as the government management, the independence of private sector and the lack of supporting system,which due to legislation system, financial support and cultural atmosphere reasons.So basing on the advanced experiences at home and abroad,this paper puts forward some suggestions for improving the medical assistance "public private partnership" of Shanxi Province,so that we can meet the needs of poor people’s basic medical services and maintain social harmony and stability.
