Along with the integration of basic medical insurance for urban and rural residents and the steady advancement of the “Healthy China 2030” plan, the level of medical security for residents has gradually increased. However, with the gradual acceleration of the aging process and the improvement of people's health awareness, relying on basic medical care can no longer meet people's medical security needs. The development of supplementary medical insurance plays an important role in promoting the improvement of China's multi-level medical insurance governance system and the integration of urban and rural areas. At present, the development of urban and rural medical and health care and the residents' awareness of insurance are quite different. The coverage of the new rural cooperative medical system cannot meet the needs of residents' medical security. The rural supplementary medical insurance market has great potential. On the basis of combing the existing literature, the author analyzes the heterogeneity of the supplementary medical insurance demand of residents from the theoretical analysis and empirical research, and compares and analyzes the urban and rural medical and health conditions and the supplementary medical insurance market. The factors that supplement the medical insurance demand were analyzed, and the CFPS 2012-2016 survey data synthesis panel data was selected. The supplementary medical insurance coverage was selected as the explanatory variable, and the individual factors, risk factors and social factors were selected to select the per capita disposable.Income, health care expenditure, basic medical insurance,self-rated health level, education, personal risk appetite, age, occupation, marital status, commercial insurance expenditure, gender as explanatory variables, using probit regression method to conduct empirical research to explore The heterogeneity of the demand for supplementary medical insurance for urban and rural residents. The results show that the health status of residents and commercial insurance expenditures have a significant positive impact on the demand for supplementary medical insurance;basic medical insurance has a significant negative impact on residents' supplementary medical insurance needs;the impact of health care expenditure and gender on supplementary medical insurance is not significant..The disposable income of urban residents is significantly positively correlated with the occupational and educational level and the demand for supplementary medical insurance. The age is positively correlated with the insurance demand and the square of the age is negatively correlated with it.Not significant;the degree of smoking among rural residents is significantly positively correlated with the demand for supplementary medical insurance, but not for urban residents. Finally, the policy recommendations for promoting the development of urban and rural supplementary medical insurance and rural revitalization were put forward.
