Since the ancient times, the healthcare system has plays a vital role in our nation, concerning the health and life of every people. With the rapid development of economy as well as the prosperity of the nation, more and more concentration and much higher expectation has been placed towards the quality of the healthcare system. To meet this need, it’s what human resources of health system do that matter, which is extremely crucial for the progress of the healthcare business.Through a questionnaire and thorough review of the related statistical yearbook, annual summary and series reports, this thesis analyzes the present status of human resources in X County’s health system, H City and discusses the existing problems via a qualitative and quantitative research and descriptive study. The purpose of this thesis is to find out the best solution to manage the human resources in the X County’s health system, providing perspectives and suggestions for the government to formulate further principles.This thesis is made up of four parts. Chapter one is mainly introduces the research background, purpose, significance and prescribes the general situation of the management of human resources of health system in China and western countries and introduces the concept and methods involved in this study. The second chapter is an analysis of the present status of the human resources management in X County’s health system will be carried out from the basic situation of human resources, human form, manpower distribution, human resources equity and so on. The third chapter introduces the problem and Cause analysis of human resources management in X county’s health system. At last, the countermeasures and suggestions will be put forward for the management of human resources of health system.The human resources in X county’s system exist the problem of health manpower shortage, low quality, unreasonable structure irrational distribution, basic general practitioner gap, public health personnel shortage and so on. To solve the above problems, this essay illustrates some suggestions and methods:1, the development of human resources of scientific development planning in health system; 2, strengthen medical education and training; 3, the development of performance appraisal management system of scientific and rational; 4, promoting the reform of personnel system in health system; 5, the government should formulate effective incentive mechanism and policy.This is the first study in X County’s health system for analysis on the situation of human resources and Study on the problems and Countermeasures Existing. It attaches significance to deal with the existing problems in managing the human resources in the County’s health system. At the same time, this study will provide some references for other counties and makes contribute to the development of the health system in our nation.
