This paper analyzes the present situation for human resources management of public medical and health organization in Baoan Distric based on the theory of human resource management, and summarizes the prominent questions exist in human resources management of public medical and health organization, then gives some suggestions. This paper will provide the theory, policy and real diagnosis basis for the health authorities making the hygienic person policy in Baoan Distric and the managers strengthening the hygienic people construction of various medical and health organization.The real diagnosis materials come from 11 subordinate units of public hospitals in Baoan District Sanitation and 12 public health units and blood bank, this paper collects the human resources materials of public medical and health organization in Baoan District in May 2010 years through the way of visits and survey form. Data entry using the software Excel 2003, the analysis method is epidemiology. This paper takes the human resources'descriptive analyses, sex, age, specialty, title and so on, and makes the correlation analysis and chi square test between these targets.This paper reached the following conclusions:1,At the present stage, the personnel department still take personnel management work in the traditional and passive way, because part of our region's public health institutions affected by the planned economy, deep-rooted. Dominant role of human resource management can not been fully exploited if hospital personnel department is an administrative services only, so that effect the development of medical and health institutions and the improvement of the quality of health care largely. At the same time, constraints the development of medical career and the people demand for quality health care services objectively.2,The structure of human resources for health is irrational. The first, the age structure is irrational for permanent staff:36 to 45 years of age account for 41.9%,46 to 55 year-old personnel account for 20.8%, take together account for 62.7%, but 25 years old and the following personnel account for the proportion are 1.9% only, the age structure appear the aged tendency,25 years old and below who are out of stock trends. The second, the overall education level is somewhat low:secondary education people of human resources for health up to the most in the area, followed by tertiary education, take together account for 61.3%, bachelor degree or above account for 38.7% only. The third, the title structure is to be improved:The proportion for high, middle and junior titles of human resources for health is 1:1.6:3.6 in the area. Compare to the standards 1:3:1 in moderately developed countries by the World Health Organization, the structure is irrational in this area, because the proportion for middle is low, and the proportion for junior to be high.3,There are still some problems about construction of health personnel, personnel flow mechanism, personnel training mechanism, incentive mechanism, salary distribution system, construction of hospital culture and so on in some medical and health institutions of human resource management.Talent is the key for the construction of public medical and health institutions. If the medical and health institutions want to improve efficiency and core competitiveness, the most important thing is to strengthen the human resources management. There are some suggestions: break the traditional personnel management and establish a correct concept of human resources, optimized the structure of human resources for health, strengthen the building of health personnel, establish scientific talent flow mechanism, training mechanism and incentive mechanism, air and equitable system of distribution about performance appraisal and salary, set up a people-oriented, public service hospital culture and so on.
