Town health center plays a very important role in the new rural cooperative medical system, it is connected to county, township, village three level medical health service center hub. But in the new development of the operation, there was medical human resources problems:as the quality of some technical personnel was low, that seriously affected the progress of new rural cooperative medical system in China. These reasons root in the lack of government financial investment, the ignorence of rural hospitals management layers ect. To play its due role,we must slove such problems to promote the medical personnel management reform. This study used quantitative and qualitative analysis method, taking D county of Hunan province as an example, discusses the new health personnel management reform, and tries to find the right way to the development of new rural cooperative medical system.In this paper, referring to a large number of related literature review at home and abroad, objectively analyz the limitations and shortcomings of previous research. The sudy highlights the innovation. This article mainly includes the concept of new rural cooperative medical system, township health centers, based on the human resources management theory, elaborated illumination of human resources, medical human resources in township health center and human resouces management. This paper adopts questionnaires and unstructed interviews and other methods to objectively shows the current situation of the township health centers in D county of Hunan province, reflecting the medical human resources management problems of its own.Through tracing back to the history of township health centers in D county, in contrast with the present situation of technical and human resources mangement in the towship health center in D county. Focuses on the analysis of the major problems encountered, the article tries to find the basic reason leading to the problem, emphasising on the necessity and feasibility of medical human resources reform. Try to explore a new way to the direction of positive development. Based on function orientation, strengthening internal management, increasing governmental investment,the article puts forward some countermeasures and suggestions.
