As Into the twenty-first century, with continued in-depth development of China's market economy, a new round of medical and health system reform continued to deepen, the traditional hospital management system will change. Public hospitals as a medical health resources in China is an important part, for the people to provide quality and efficient health care products and services, but also to adapt to the needs of national medical and health reform, and actively participate in the increasingly fierce competition in the medical market. Therefore, under the new health system reform, how human resource management in public hospitals, the establishment of effective human resources management system and enhance the core competitiveness of the hospital, a hospital administrator to be a top priority.Based on the related theories of human resources management, these thesis analyses the features of the human resources management of hospitals in China. Starting with the influence of human resources on the function of an organization, it analyses the features of doctors, medical profession and the human resources of doctors, showing the tendency of the development of the human resources management of hospitals in China. The thesis offers a detailed analysis of the current situation of the human resources management of Z hospital. Z hospital has made some achievements in reforming the systems of employment and distribution, establishing personnel substitution, and launching the project of staff training. However, there are still some problems in the management idea and management system, talent promotion and talent dropping, construction of talent contingent and achievement evaluation as well as salary bonus management etc. The article uses the analytical method of SWOT to make analysis to internal condition and external environment of Z hospital. We conduct the systematic analysis through the current strategy with advantages and disadvantages, opportunities and challenges facing development with the help of SWOT and represented a strategy of putting in practice talents, perfected the mechanism of educating talents and also strengthen the education of the talents, seize the opportunity of medical resources, reinforce the construction of hard-ware, intensify encouragement and improve environment, reduce the dropping out of talents; perfect the management system of talents, create excellent environment, attracting more talents; establish the modern concept of human resources management, change the function of human resources; build the system of evaluation, advance the level of management of hospitals. In the face of the fierce competition of medical business, reinforce the awareness of service, enhance the better distribution of human resources.The searching result of this thesis will ameliorate the shortage of Human Resources in Hospital Z effectively, and on the same time strengthen the core competitive ability of it in the future medical treatment service business, and further more settled a foundation for the long-term development. Otherwise, the study of this thesis enriches the theory of human resources management and makes a theoretic discussion on national hospital management. It is of reference value not only to Z Hospital but also to the other all levels hospitals.
