Background:According to the "Outline of the national medium and long-term talent development"(2010-2020), the construction and training of human resources in Medical and health industry has risen to the height of a national strategy, and it also has strategic significance in hospital human resources management. At present, as typical institutions, personnel management mode of many public hospitals in our country is still under the hierarchy centralized model of planned economy system. This model often ignores the exploitability and management initiative of human as resources. In recent years, the government of Hangzhou promotes the construction of the new hospital vigorously, looking forward to a new human resources management system accord with hospital development.This research chooses human resource management system of the new campus of a Class A hospital in the tertiary health care system in Hangzhou as the research object. The new campus started construction in2008, talent reserve and recruitment work also began from2008. Unlike the main campus which personnel management has long history of experience and also problems, human resource management of the new campus is easier to adopt new ideas and methods, which contributes to the development of this research.Research objective:This study aims to apply SWOT strategy analysis method, combining modern human resource management theory and the organizational structure of the new campus of a Class A hospital in the tertiary health care system, based on the analysis of the present situation of human resource management, propose human resource management strategy for the new campus.Research methods:1、Literature analysis methodThrough CNKI database and the government’s official website, we refer to domestic and international literature of hospital human resource management, and understand related theory and the present situation of hospital human resource management, strive to cite academic literature normatively. We also refer to and analyze related personnel management documents, data and materials of the Class A hospital in the tertiary health care system as research object.2、SWOT analysis methodUsing the SWOT method to analyze the advantages, disadvantages, opportunities and threats of the new campus human resources faces, research internal and external influencing factors of the new campus human resource management, provide evidence for the construction of human resources management system.3、Semi-structured interview methodBy interviewing related leaders of quality hospital in Zhejiang province and city of Hangzhou, we know the concept of hospital management and the understanding and requirements of hospital human resource management. By interviewing human resource management expert of quality hospital, we understand the construction and development of human resource management systems in their hospital.Research results:According to the SWOT analysis of human resources and the present situation of human resources management, we draw the conclusions as follows:Internally, at present, the new campus has adequate staffing requirements, and the staff is young, energetic, and with great potential. But on the other hand, there are also disadvantages such as imbalanced staff structure, unstable and imperfect policy. Externally, the national and local health policy, the opportunities brought by Hangzhou urbanization, the excellent human resource management tradition and excellent manpower support of the main campus, introduction of advanced management experience from hospital in Taiwan, provide opportunities for the new campus. But at the same time, competition in the medical industry, medical industry going negatively, the high rate of talent loss due to high cost of living in Hangzhou, are also factors of threat. According to SWOT analysis, this research takes strategy research from five aspects:Firstly, to do scientific human resource planning, and to establish a scientific organization structure; Secondly, to conduct reasonable allocation of human resources; Thirdly, to try to establish the attending physician responsibility system; Fourthly, to set up training system, and to conduct human resource training and development positively; Fifthly, to establish an effective performance evaluation and employee incentive system.At last,combined with the SWOT analysis of human resources and human resources management of the new campus, construct the human resources management system for the new campus.Research deficiency:The study carried out so far, there are still some shortcomings. As the new campus is still in the planning stage and has not been opened, some of the human resource management strategies and recommendations are not able to put into practice. Therefore, we cannot conduct investigations and effects assessment, and cannot get the data of the allocation of human resources after the opening and operation of the hospital. In the follow-up study, through market research and data analysis, according to the outpatient, emergency and wards gradually opening, we will do strategic analysis of configuration and management of human resources.
