The medical and health care is closely linked to hundreds of millions of people's health,the happiness of millions of households,It is a major livelihood issues. In according to the spirit of the 17th National Congress, for the establishment of medical and health system with Chinese characteristics, the realization of access to basic health care gradually, the improvement of the physique of the entire people, the CPC Central Committee and the State Council formulate and release the "on Deepening the views of medical and health system reform " on March 17,2009,which explicitly put forward to strengthen the talented people of health care.The Health Human resources is key to strengthen the talented people of health care,also reflect the level of a region.It is the most dynamic and positive factor of the health care. The Health Human resource management is benefit to rational development and applications of health resources,is conducive to coordinated development of health care,play an important role in the equality of health services.Therefore,the scientific analysis of the development of health human resource, strengthening health human resources planning and management has become a topic worthy of in-depth study.Firstly,this article has a literature review and analysis of health human resources management theory research at home and abroad.Subsequently,by research, literature review,qualitative research united with quantitative research,empirical research,to investigate and analyze scientifically the status of health sector human resources of Jinan, to identify the city's health workforce development,to reveal this city's health human resources management characteristics and existing problems, and to give a preliminary solution to the problem.This paper is divided into five chapters. Chapter one,general Introduction, mainly introduces significance of selecting the topic, research status at home and abroad, research contents and methods,etc. Chapter two, situation analysis of Jinan health human resources,mainly introduces health development,the basic conditions,structure, high-level health personnel situation analysis, features and key disciplines of clinical medical personnel situation analysis and Continuing Medical Education development. Chapter three, existing problems and cause analysis of Jinan health human resources management,focuses on the characteristics of health manpower resources, analyzing problems and the causes. Chapter four, the countermeasures and suggestions for the health human resources management in Jinan City, according to the actual situations and professional characteristics,combined with the management targets of human resources, recommend solutions to this problem and suggestions. Chapter five,the conclusion and expectation.Through analysis of Jinan human resources management status, existing problems, integrating theory with practice, this paper gives innovatively the following development strategies and suggestions:(1) optimize the health manpower structure; (2) train and attract high-level, high-skilled compound talents; (3) explore new management methods; (4) strengthen the construction and management of key disciplines; (5) amplify and improve system of health personnel training.This paper carries out useful exploration for theoretical research and practical work of human resources management Jinan City,as an example of empirical research, for the level of development similar to other sub-provincial cities,it has some reference. It provides decision-making reference for the government, medical administrative management, hospitals and other relevant departments to develop regional health development planning and human resources policies, promotes human resources to achieve balanced development in general, promotes the coordinated development of public health.
